Baltimore Ravens QB Joe Flacco would become the player with the highest salary cap figure in the NFL for 2017 should Dallas Cowboys QB Tony Romo get cut or traded this offseason. Flacco is scheduled to count $24.55 million against the cap.
Fantasy Tip: Flacco is coming off two straight unspectacular seasons, as while he did register a career high in passing yards (4,317) in 2016, the fact remains he had just 20 touchdowns versus 15 interceptions, while the year prior, he had 14 touchdowns compared to 12 picks in 10 games. Certainly, Flacco has to step up his game considerably if he wants to enter the QB1 discussion again.

Baltimore Ravens LB Elvis Dumervil ($6 million), S Lardarius Webb ($5.5 million), CB Shareece Wright ($2.6 million) C Jeremy Zuttah ($2.3 million), CB Kyle Arrington ($2.1 million) and S Kendrick Lewis ($1.8 million) could be cut to create $20.3 million in salary cap space.

Fantasy Tip: West was the starter for most of the 2016 season but lost some carries to Kenneth Dixon near the end of the season. He likely will return to the Ravens but it is not known if he will be the starter again. Fantasy owners probably can consider him a No. 3 running back if he starts or a No. 4 back if he is part of a committee.

Free-agent WR Victor Cruz (Giants) probably will not be an option for the Baltimore Ravens this offseason unless he is willing to sign for the veteran minimum, in the opinion of ESPN.com's Jamison Hensley.
Fantasy Tip: Cruz's injury history likely will limit his market, but teams looking for a slot receiver could have interest in him. He will be a risky fantasy option because of his injuries but could be a No. 4 or No. 5 receiver depending on his role.

The Baltimore Ravens nearly had a deal in place to trade up for the No. 2 pick in the 2008 NFL Draft in order to select Atlanta Falcons QB Matt Ryan, according to sources, but the deal fell through when Baltimore wouldn't include its 2009 second-round pick.
Fantasy Tip: It's impossible to know how Ryan's career would have turned out had he landed in Baltimore, and the only thing that matters now is that Ryan is at the helm of one of the most dangerous offenses in the NFL. He looks like a QB1 for the foreseeable future.

New York Jets WR Brandon Marshall could be targeted by the Baltimore Ravens if Marshall is released because he is the type of veteran receiver general manager Ozzie Newsome has pursued in the past, according to beat writer Jeff Zrebiec.
Fantasy Tip: Marshall's 2016 campaign was derailed by injuries and the lack of quality quarterback play, but he could jump back into the WR2 mix if he lands in Baltimore.

Baltimore Ravens impending free-agent DT Brandon Williams said he would be willing to accept a small discount from the Ravens as long as their offer is close to the other offers he receives in free agency. Williams said he knows what to expect from the Ravens, which would be a factor for him if the offers are similar.

Fantasy Tip: Smith recorded only 267 yards and three touchdowns in 2016 and could be cut by the 49ers. The Ravens have a similar receiver in Mike Wallace, but the team would save $5.75 million if they released Wallace. Smith probably will have a new team in 2017 but would not be more than a No. 4 or No. 5 receiver for fantasy owners.
