Owner Robert Kraft has publicly stated he wants Welker to remain a Patriot. When it comes to negotiations, the Patriots have the upper hand on Welker because they can use the franchise tag on him. The assumption is they would apply the tag, which would lock Welker up for next year at $9.4 million. However, the team could potentially hold back on the tag and see what Welker commands on the open market. New England may be willing to gamble he'd get less on a long-term deal. Then, they'd use that to work out something at a much friendlier cost than the tag rate.
