The thinking is if Saints defensive coordinator Rob Ryan believes Bailey has lost a step, then Jets coach Rex Ryan would not take a chance on him.

Payton said he was intrigued by Ryan's aggressiveness as a coordinator and the different looks his defenses can give to opponents. "In regards to Rob, we have experience in preparing and playing against his defenses and they've always been challenging in terms of the different looks and pressures that they feature," Payton said. "We've had the chance to visit with each other and talk about our visions for our team and I'm excited about moving forward as we prepare for the 2013 season. Rob is enthusiastic about joining our team and getting right to work."

The Cowboys were tied for 29th overall in the NFL with 16 takeaways, including being tied for last in the league with seven interceptions. The Chicago Bears led the NFL with 44 takeaways. "We had 16. That's 28 more opportunities with the ball," Garrett said. "Give me some of those 28 opportunities. That's something that we really sat back and thought a lot about, had a lot of discussions about - what's the best way to try to achieve that, and then, 'OK, you want to do that, now who are the guys who can help implement that?'"

Dallas Cowboys owner and general manager Jerry Jones said the defense under former defensive coordinator Rob Ryan could have played better, even though the unit suffered through many injuries in 2012. Jones alluded to two losses - at the Seattle Seahawks in Week 2 and to the Chicago Bears in Week 4, when Dallas' defense was almost completely healthy - as part of the reasons why he let Ryan go. "I didn't like the way we were playing in a lot of cases," Jones said. "I thought we could play better before the injuries, and so I factored that in. It wasn't like we had a lot of injuries out here when we played Chicago. It wasn't like we had a lot of injuries when we played Seattle. I didn't like the way we played there."
