Sun, 23 Nov 2003 22:42:52 -0800 The Cincinnati Enquirer reports the Cincinnati Reds left P Ty Howington, a former first-round draft pick in 1999, off the 40-man roster. He can be exposed to the Rule 5 draft on Dec. 15, where any team can have Howington for $50,000. "I talked to his agent and he asked if this meant we no longer considered Ty a prospect," player development director Tim Naehring said. "That's not the case at all. There's no way a team can protect all of its prospects."
