Buffalo Bills WR Sammy Watkins was targeted 128 times last year, but only one receiver has been targeted more than 110 times in a season for head coach Rex Ryan.

Fantasy Tip: Watkins has the physical tools to be an elite fantasy receiver, but the situation in Buffalo is not conducive for success. The Bills are going to have a run-first offense, and the quarterback situation is a major question mark. Don't count on Watkins being more than a WR3 in 2015.

Fantasy Tip: Although Watkins finished just shy of 1,000 yards, he was far from steady from one week to the next. With Rex Ryan planning to install a run-heavy approach in 2015, Watkins will likely continue to be a boom-or-bust fantasy play. Don't expect him to be more than a WR3.

Fantasy Tip: Harvin still has big-play speed, but his lack of consistency isn't going to improve as the No. 3 receiver in a run-heavy offense that lacks a reliable quarterback. At best, he is a late-round flier deeper leagues.

Watkins is still an explosive weapon, but he will likely endure another inconsistent season due to continued question marks under center and Rex Ryan's commitment to a run-heavy offensive approach. Consider him a borderline WR3.

Buffalo Bills WR Sammy Watkins (hip) said he is mentally taking repetitions in practice while he is limited. He joins the huddle and then simulates lining up to run a pass route by going to his designated side of the formation but remaining behind the line of scrimmage. "Mentally, I've got to get my reps," Watkins said. "I'm behind. I'm not there every day with the guys running routes. So, mentally, I've got to watch the defense, the coverages, watch how things move because I'm going to be coming back soon. And everything's got to be fast and I've got to pick it up."

Fantasy Tip: Watkins is a mid-to-low WR2 in fantasy, but his recovery from hip surgery could deflate that in training camp.

Buffalo Bills wide receivers coach Sanjay Lal discussed the team's wide receivers in great detail Monday, May 18, saying he likes the flexibility among the corps and their ability to execute on the field. Lal believes Bills WR Sammy Watkins can become a complete receiver, and he praised WR Robert Woods' ability as a route runner. Lal doesn't want to pigeonhole WR Percy Harvin as being a gadget-play receiver.

Fantasy Tip: While Lal is right about his primary receiving weapons, someone still has to get the ball into their hands from a cast of likely mediocre quarterback options. Furthermore, Buffalo has invested a tremendous amount of money into their running game and have a head coach in Rex Ryan whose mantra on offense has been "ground and pound." Temper your fantasy expectations in all formats for this tethered passing game full of explosive players.

Buffalo Bills WR Sammy Watkins (hip) is able to work out in some capacity during the team's offseason program, although head coach Rex Ryan indicated Wednesday, April 15, that he doesn't expect Watkins to do many football-related activities training camp. "My understanding is Sammy is doing really well," Ryan said. "We're not going to see him out there until training camp. But he should be full go when we get to training camp."

Fantasy Tip: Watkins sounds to be progressing nicely from an offseason procedure on his hip. Thatís great news for fantasy owners in dynasty leagues. Watkins will be a low-end WR2 or solid WR3 or flex play once the season comes around, perhaps more if the Buffalo quarterback position play improves dramatically.
