Cleveland Browns QB Brian Hoyer has been named the starting quarterback over QB Johnny Manziel. Head coach Mike Pettine wrote the announcement in an e-mail and said Manziel made great strides, but Hoyer had a decided edge.

Fantasy Tip: Hoyer is a mid-to-low QB2 in fantasy leagues. Manziel should only be drafted in dynasty leagues. If you're in a deeper single-year league, target him as a low QB2. In most mixed leagues, you can probably score him on waivers during the season if you choose to do so.

Cleveland Browns QB Johnny Manziel's obscene gesture will play a factor in the competition for the starting quarterback job, according to head coach Mike Pettine.

Fantasy Tip: Although Manziel's antics could cost him a shot at starting in Week 1, he is still the Cleveland quarterback worth drafting, albeit as a QB2. It is only a matter of time before he is given a chance to start, and his ability to run the ball gives him fantasy potential that Brian Hoyer simply doesn't have.

Cleveland Browns QB Johnny Manziel could be fined for an obscene gesture he made toward the Washington Redskins' bench in the preseason game Monday, Aug. 18.

Fantasy Tip: It could also have displeased the team enough to name Brian Hoyer the starting quarterback while Manziel matures. Both players struggled in the game, but the team wants to name a starter before the next preseason game.

Cleveland Browns QB Brian Hoyer completed two of his six pass attempts for 16 yards during the team's preseason game Monday, Aug. 18, and QB Johnny Manziel completed seven of his 16 passes for 65 yards and a touchdown. Manziel was also sacked three times and gave the middle finger to the Washington Redskins' bench.

Fantasy Tip: The starting QB situation in Cleveland really isn't much clearer after this game. From a fantasy standpoint, Manziel has a much higher ceiling thanks to his ability to gain yards on the ground, and he is worth adding as a QB2, even if he doesn't open the year as the starter.

Cleveland Browns QB Johnny Manziel said he doesn't feel ready for the team's regular season opener against the Pittsburgh Steelers. Manziel added he can get ready, though, as it's only the second week of the preseason.

Fantasy Tip: It's understandable if a rookie quarterback doesn't feel ready after one preseason game. Still, we don't even know who will start against the Steelers yet. Manziel does have more upside from a fantasy perspective.

Cleveland Browns QB Johnny Manziel worked with the first-team offense in 9-on-9 and 11-on-11 drills in practice Friday, Aug. 15, and looked better going through his progressions. Head coach Mike Pettine said the team has left all of their options on the table when determining who the starting quarterback would be going into Week 1.

Fantasy Tip: Manziel has closed the gap between he and Brian Hoyer for the starting gig heading into Week 1. The team's next preseason game will likely determine the winner, and Hoyer probably still has the slight edge. Manziel could be starting early in the season if he loses the battle and Hoyer struggles early on. It's wise to ignore both options as your backup QB.

"I want to see if I can cut the quarterback questions down by about 90 percent. The chemistry, the continuity, I think that's important to establish that."

Fantasy Tip: The competition between Brian Hoyer and Johnny Manziel is close, and the preseason game Monday could go a long way in deciding who the ultimate winner is. Both quarterbacks should be considered low-end backup options for fantasy football purposes.
