Clarence E. Hill Jr., of the Fort Worth Star-Telegram, reports Dallas Cowboys KR Michael Bates, who saw his first action with the Cowboys in Week 17, will likely remain the team's kick returner. Bates could also be added to the team's kickoff and punt coverage teams for Saturday's, Jan. 3, game against the Carolina Panthers.

Randy Lange, of the Bergen Record, reports New York Jets WR Jonathan Carter got his first "touches" in a year and a half as a Jet during the Sunday, Nov. 2, game against the New York Giants, but it wasn't at wide receiver. He came in after Michael Bates broke his hand in the second quarter and returned the last four kickoffs for 95 yards.

Updating previous reports, the Charlotte Observer reports Carolina Panthers RB Michael Bates was acquitted of charges of driving while impaired on Monday, Aug. 18. Mecklenburg District Judge Hugh Lewis ruled there was insufficient evidence to prove Bates was driving while drunk.

Pat Yasinskas, of the Charlotte Observer, reports Carolina Panthers WR Steve Smith has handled the bulk of the punt and kickoff returns the past two seasons, but the Panthers have made no secret it would like to lighten the load of Smith. One scenario would be to let Smith continue to handle punt returns with new acquisition WR/KR Terrence Wilkins and RB Michael Bates handling kickoff returns. "Kickoff returns sometimes put me in the tank a little bit in the fourth quarter," Smith said. "We've talked about it briefly. It may help. But being the person I am, I like to have the ball as much as possible. We've got to look at the situation and see how it benefits the team as a whole."

Updating an earlier story, Len Pasquarelli, of ESPN.com, reports the deal WR/KR Michael Bates signed with the Carolina Panthers was a one-year contract worth $655,000. A workout bonus of $25,000 was also included. Bates will only count $475,000 against the 2003 cap.

Updating previous reports, Steve Reed reports for the Gaston Gazette the contract KR Michael Bates has all but agreed to with the Carolina Panthers will be a one-year, $750,000 deal. In addition, he will probably receive a $25,000 signing bonus. Bates would only cost $475,000 against the salary cap under the new rule put into place last year by the league.

Pat Yasinskas, of the Charlotte Observer, reports the Carolina Panthers appear to want ST Michael Bates to return next year despite him missing this past season with a broken ankle. Bates is scheduled to become an unrestricted free agent at the end of next month. Yasinskas spoke with his agent, Jim Steiner, at the Senior Bowl on Monday and Steiner said he recently spoke with the Panthers about a new deal. He added Bates would like to remain with the team and hopes to continue negotiations.

The Charlotte Observer reports Carolina Panthers WR Steve Smith has had an excellent camp and is pushing for a starting spot as a WR. With the injury to KR Michael Bates (ankle), Smith will also play a big role in special teams, so the team has to balance his playing time. "It probably means we're going to have to give him some rest," wide receivers coach Richard Williamson said. "He can't go out there and play 60 snaps in the ball game and another 15 or 20 with special teams, that's an awful lot of football."

The Gaston Gazette reports Carolina Panthers head coach John Fox does not believe the hit on KR Michael Bates (ankle) that ended his season was malicious and intended to hurt him. "It was just the matter of a guy trying to block him," Fox said. "The first guy that tried to block him went low and ended up tackling him by his feet, and then the second guy hit him. They got a high-low out of it." However, he does believe the play should have been penalized. Fox said the team has turned the video tape of the hit into the league for them to review.

As an update to previous reports, the Charlotte Observer reports the Carolina Panthers confirmed KR Michael Bates (ankle) will be out for the year after undergoing surgery Sunday to repair his broken ankle. He is expected to be placed on injured reserve. The team was not very happy with the way the injury went down, though. Reports out of Panthers camp say Bates was injured on an illegal hit.

Updating an earlier story, the Washington Post reports the Washington Redskins potential release of KR Michael Bates, WR Kevin Lockett and CB Donovan Greer, would be totally salary cap related. The team would save about $750,000 in cap space by releasing Bates, $1 million by releasing Lockett and about $640,000 by releasing Greer. Bates and Lockett were made available in the expansion draft and not selected.

The Washington Times reports the Washington Redskins are about $3 million under the 2002 salary cap, which will limit their activity in the free agent market. Because of that, the team is likely to be knocked out of the race for QB Drew Bledsoe and be forced to release more players to open additional salary cap room. Washington Redskins head coach Marty Schottenheimer said OL Matt Campbell (knee) might miss a couple weeks of action with a knee injury. RB/KR Michael Bates suffered a hip flexor and is day-to-day. WR Kevin Lockett (ribs) was kind of sore on Monday after suffering a rib cartilage injury, but Lockett told Schottenheimer that he should be able to play this weekend. DE Bruce Smith (knee/head) should be okay after suffering some soreness in his knee and getting his bell rung on Sunday.

Rick Snider reports for the Washington Times after three games, the Washington Redskins punt return team has negative yardage. The best return of this season is three yards; the other two returns lost two yards. There were also two fair catches while four other punts landed untouched. The team has been using Michael Bates and Kevin Lockett to return punts. The Redskins may now use Bates for punts near midfield when his quickness could get him into the end zone, but Lockett will handle those in Washington territory.

FB Donnell Bennett (toe), KR Michael Bates (heel), RB Stephen Davis (ankle) and WR Michael Westbrook (hip) did not practice on Wednesday. Each is expected to return in the next two days and play Sunday. DL Kenard Lang is once again expected to start at DE for Coleman, while Jerry DeLoach will start at defensive tackle. LB Antonio Pierce is also expected to start once again. LB LaVar Arrington, who sprained an MCL at Green Bay, is questionable. He ran and did some cutting while the Redskins practiced.
