FB Brad Hoover said, "The guys that use (HGH) are given an unfair advantage over the rest of us. They should be held accountable and should be tested for it." OT Jordan Gross added, "I think the more testing, the better. It just makes the game cleaner. It makes the fans enjoy it more. It makes it seem like a more wholesome league." NFL commissioner Roger Goodell and NFLPA executive director Gene Upshaw will meet Thursday, Sept. 21 to discuss potential changes and new initiatives in the league's testing policy. The vest holds 16 pounds of metal weights, and makes running plays much more difficult. "It's something I should have picked up a few years ago from (former tight end) Wesley Walls," Hoover said recently. "He used to wear it and I used to laugh at him. At the time it's not fun, but I think it pays off when you get to camp because it really helped me last year." Hoover is spending the team's time off before training camp working out at the Panthers' facilities. Hoover started wearing the vest last season. "The vest definitely helps. I think it helped me last year," Hoover said. "That's the closest thing to simulating pads for us while not actually having the pads. "It makes a huge difference. I do it with and without, and you can definitely feel the difference when you do it without."
