Chicago Bears general manager Phil Emery would accept QB Kyle Orton on his roster if Orton wanted to play again in 2014.
Fantasy Tip: Orton wouldn't challenge Jay Cutler for the starting job, but considering Jimmy Clausen and Jordan Palmer are the backups this would be a step up. Monitor the situation, as it is worth stashing Orton on your bench as a "handcuff" pick if he signs. Cutler occasionally gets hurt.

Chicago Bears GM Phil Emery said he does not believe in drafting quarterbacks late in the draft and trying to develop them. "I just did a little study. It's very interesting," Emery said "That developmental theory doesn't hold a whole lot of water. There's entire classes of quarterbacks, since '06, I went back and looked at from Jay's on -- when people say developmental quarterbacks, OK, so who has gotten developed? There isn't a single quarterback after the third round since 2006 that has been a long-term starter. So you're either developing thirds, and most of them have been wiped out of the league. So to get a quality quarterback, you've got to draft them high. That 2012 class is a blip on the radar that's unusual, highly unusual."

"My personal preference is bigger is always better as long as you're not sacrificing athleticism and speed," Emery said. "This is a fast game, but it's a very physically tough, impactful game and you need bigger bodies over time to win those matchups."
