The Tampa Bay Buccaneers signed free-agent LB Thomas Williams (Panthers) to a two-year deal Thursday, July 26, and waived DB Devin Holland. The team also announced that DL Da'Quan Bowers (Achilles') and CB Derrick Roberson (undisclosed) were placed on the Active/Physically Unable to Perform list. OT Donald Penn (calf) was put on the Reserve/Non-Football Injury list.

Tampa Bay Buccaneers FS Devin Holland has been fined $15,000 for hits in each of the first two preseason games. He was fined $5,000 for illegally hitting a punt returner during the first preseason game and fined $10,000 for a hit on New England Patriots RB Danny Woodhead in the second preseason game.
