The team's vice president of football operations, John Elway, said Moore made great progress in 2012 and should continue that trend in 2013.

The procedure on Carter's knee is considered rather minor, but it hurts him in his competition with FS Mike C. Adams and FS Rahim Moore for one of the two starting safety spots.

With S Brian Dawkins (neck) contemplating retirement at 38 years of age, the Broncos need to address the position. The team has youngsters Rahim Moore, Quinton Carter and Rafael Bush, and Moore will get a chance to win a starting job during the offseason. However, he needs to improve his tackling and the Broncos want someone to lead the defense from the safety position. Free-agent Brandon Meriweather (Bears) would be a potential target.
