The Philadelphia Phillies have not determined their trade status as of yet, but they are preparing for a sell situation at the deadline. "We're making sure we know which players we like the most in certain organizations and preparing for that," general manager Ruben Amaro Jr. says. "At the same time, we're continuing to assess what our needs are."

With injuries hampering the Philadelphia Phillies at third base, sources indicate top 3B prospect Maikel Franco could be promoted to the parent club sometime this year instead of in 2015. "We'll see whether it's the right thing for us and the right thing for him," said Phillies general manager Ruben Amaro Jr. "We'll kick it around." Franco is hitting .301 in May.

Because every righthanded bullpen member of the Philadelphia Phillies has been demoted to Triple-A with the exception of CL Jonathan Papelbon, general manager Ruben Amaro Jr. has indicated the team is looking outside for help. "We've already started looking outside with other teams and also with possible free agents. We've touched base with a couple of them to see if they're fits," said Amaro, who also indicated if someone like free-agent CL Joel Hanrahan indicated an interest in signing the team would find a way to make it happen.

Philadelphia Phillies general manager Ruben Amaro Jr. said the team is unlikely to sign any additional free agents before the start of spring training camp. "I don't suspect we'll be doing anything," Amaro said. "I think we've got what we've got ... we're always looking, always trolling. I know there are guys out there, but I don't suspect us having anything major coming through."

Former Philadelphia Phillies manager Charlie Manuel will return to the team in a front-office role. He'll serve as a senior advisor to general manager Ruben Amaro Jr.

The Philadelphia Phillies have reached out to C Carlos Ruiz and indicated they want him back for the 2014 season. "He knows we'd like to bring him back. We'll see what happens. It wouldn't be the first free agent we've had.… I'd like to have as much balance [in the lineup] as we can, we haven't been very good against left-handers. It's well documented," Phillies general manager Ruben Amaro Jr. said.

Philadelphia Phillies general manager Ruben Amaro Jr. has indicated he will not be constrained by a $170 million payroll, which suggests his inclination is to fix the team's weaknesses immediately by going into the free agent market.

Philadelphia Phillies 2B Chase Utley and his representation could be approached by the team's front office about an extension, according to general manager Ruben Amaro Jr., although it's not something the team is pushing for presently. "We may have some discussions with him, out of respect for him and what he meant to our organization," Amaro said. "We can always bring him back if we trade him. That's a possibility. But I don't really want him to leave."
Fantasy Tip: Amaro said he expects the Phils' decision to buy or sell to go down to the wire, barring a significant streak one way or another. It sounds like he's willing to part with Utley in the short term as long as he gets a shot to bring him back, on the club's terms. How likely that is, we'll see, but Utley and the club managed his health well this year, a building block for Utley's final seasons.

Philadelphia Phillies 1B Ryan Howard (knee) underwent a successful debridement of the left medial meniscus on Wednesday, July 10. General manager Ruben Amaro Jr. said that what the surgeon saw was better than expected. The GM suggested that the team is likelier to be a buyer as the trade deadline approaches because he's confident that they'll get Howard back in 2013.
Fantasy Tip: Howard may still be limited when he gets back into action, so fantasy owners may only be looking at a player who was performing at about the level he was before he landed on the DL. Amaro has yet to prove that he's a long-term thinker, so it wouldn't be a surprise to see him remain on the offensive.

Philadelphia Phillies GM Ruben Amaro Jr. said the team is likely to stick with the relief pitchers it has in the bullpen already. He indicated that prices for relievers are high, and he said he wouldn't mortgage the future for a sixth- or seventh-inning reliever.
Fantasy Tip: This comes in the wake of the loss of Mike Adams for the rest of the season. Amaro hasn't exactly laid a blueprint for ways to build a cost-effective, quality bullpen.
