"He had a lot of faith in me, and I'll always appreciate what he did for me to a point where not a lot of people believed in me. And I'll always look to prove him right," Hoyer said. Neither new GM Ray Farmer or head coach Mike Pettine have told Hoyer their plans for him in 2014, and the team could draft a quarterback with their first-round pick. However, Pettine appears to already be a fan of Hoyer.

Fantasy Tip: Weeden gets a break and gets another shot to prove to the team brass that he belongs as the starting QB. If they aren't sold yet, do they go after Josh Freeman? We shall see. Josh Gordon remains the Browns' best aerial weapon. Davone Bess probably loses some fantasy luster as a result, though.

Fantasy Tip: It's a little uncommon to have reconstructive surgery for a partially torn ACL. We'd wait to see the prognosis after the second opinion before writing him off. However, it looks like Brandon Weeden is back in the fold for the short term.

Hoyer completed 30 of his 54 passes for 321 yards, three touchdowns and three interceptions. Hoyer did an admirable job filling in for the injured QB Brandon Weeden (thumb).
Fantasy Tip: Despite the surprising performance, Hoyer should still be considered nothing more than an emergency fill-in for fantasy owners in leagues which require two starting signal callers.

Cleveland Browns QB Brandon Weeden has received all of the snaps with the first-team offense during organized team activities and minicamp. He believes he had made progress during the workouts but knows he has more things to work on before the season starts. "I'm right where I want to be," Weeden said. "There's some things that I need to work on that I maybe didn't hit when I was out here, but overall, I think my progress was pretty good. We had 16 practices, and I think each practice got better for myself and not only me but for the offense, the flow, how fast we were playing. They bumped the play clock down. We were still operating really, really fast. So, yeah, I'm pleased with it. Am I satisfied? Absolutely not."
Fantasy Tip: Weeden appears to be the clear favorite over Jason Campbell and Brian Hoyer for the starting quarterback job. Even though he has some weapons around him, he should be considered a weak backup fantasy quarterback in leagues this offseason.

Cleveland Browns QB Brandon Weeden has looked exceptional in the last three team practices that were open to the media, according to ESPNCleveland.com writer Tony Grossi. Grossi acknowledges that any passer with a little experience and a strong arm should excel in such drills, but Weeden also demonstrated his growth by making a read and adjustment for a big play in one of the sessions. Grossi believes that Jason Campbell and Brian Hoyer will share time with the second team, because Weeden won't have competition for the starting job.
Fantasy Tip: Weeden may be worth a flier in a standard league, but he'll have to do a lot more than this to prove that he's more than a low-end QB2.

Cleveland Browns offensive coordinator Norv Turner has downplayed the team's signing of QB Brian Hoyer, and Turner also has praised QB Brandon Weeden for his relentless work ethic. "I think there have been more stories written about Brian Hoyer being a Brown over the last four months than probably any player in history," Turner said. "He was released. He was available. He's a guy that has been with some good teams in backup situations. He's played very little football, but I do think we like his skill set."
Fantasy Tip: It's clear that Turner and the coaching staff have anointed the quarterback job as Weeden's to lose over Jason Campbell and Hoyer. Assuming Weeden doesn't fall flat on his face in training camp, expect him to be starting for Cleveland in Week 1.
