Cleveland Browns QBs Johnny Manziel and Brian Hoyer will know who is starting before the third preseason game, according to head coach Mike Pettine, though it could happen sooner. Pettine has expressed hesitation to name Manziel the starter immediately and thinks Hoyer's chances are underrated.

Fantasy Tip: It depends heavily on how Hoyer responds during his knee recovery. This could be a battle to watch during the season. Manziel is nothing more than a low-end QB2 and ideally ranks as a third slinger for 2014 fantasy football drafts. Hoyer could be a sneaky QB3 in such leagues that require that depth.

Fantasy Tip: Hoyer played well before tearing his ACL last year, but it's unclear whether Hoyer or QB Johnny Manziel will start the season opener. Manziel has more potential while Hoyer has the experience. Neither one of them is a reliable fantasy quarterback at this point, but we'd draft Manziel before Hoyer.

Cleveland Browns QB Brian Hoyer's extension would be "a very difficult deal to do," according to Hoyer's agent, Joe Linta. Linta added that they are open to talking with the team but are also content with waiting. It had previously been reported that the Browns are interested in extending Hoyer's contract, which is in its final year.

Fantasy Tip: Hoyer's value is difficult to pinpoint with a legitimate quarterback competition going on in Cleveland with rookie Johnny Manziel. Hoyer played well when he started last season. That being said, he should still be drafted as backup if he does start.

"I think he shouldn't concern himself so much where Brian is, but where he is," the coach said. "He's going to have plenty of tape to study -- his own work, the team work, opponent's tape, a whole volume of Redskins tape. The more he familiarizes himself with that, the better off he'll be."

Fantasy Tip: This much we know: Manziel is behind Hoyer in the QB competition. It'll likely stay that way unless Manziel makes significant strides in training camp and the preseason. The team won't rush Manziel into a starting role.

Cleveland Browns QB Brian Hoyer has showed his advantage over QB Johnny Manziel in practices with his ability to quickly scan the defense and go through his progressions, then anticipate his receivers coming open and deliver the ball accurately. Of note, though, is that head coach Mike Pettine continues to keep defenders from getting too close to Hoyer in team drills. "Manziel may be just a little bit late, but that's what you'd expect. He's only been in the offense a month and a half," WR Anthony Armstrong said.

However, the coaches aren't disappointed with Manziel's play in organized team activities. "He's getting more comfortable in the huddle, calling the plays," Pettine said. "I think he's got a very nice touch with the deep ball. We've added some of the zone read stuff that Kyle's run with RG3 in Washington and he's done a nice job handling that. He makes improvement every day."

Fantasy Tip: This is precisely the reason why the Browns have penciled in Hoyer as the starter heading into Week 1, for now. That isn't to say that Manziel can't move ahead of him in training camp and the preseason, but it's unlikely, for now.

Cleveland Browns offensive coordinator Kyle Shanahan said QB Johnny Manziel reminds him of Washington Redskins QB Robert Griffin III. Shanahan worked with Griffin in Washington. "Johnny and Robert are very similar," Shanahan said. "They're both talented guys who can make plays with their legs. But there comes a time in the NFL when they're going to keep you in the pocket, and you're going to have to have that ability to make the throws with your arm and mind." Shanahan has been impressed with Manziel's work ethic so far during organized team activities in his mission to win the starting quarterback job in his rookie year.

Fantasy Tip: It sure sounds as if Shanahan likes Manziel, although the Browns have said that Brian Hoyer (knee) will start in Week 1 if he's healthy. Manziel should be able to win the starting job outright if he applies himself throughout the offseason. Don't expect Shanahan to work his magic with Manziel in the way he did with RGIII immediately, however. There will be plenty of growing pains. Enough to make Manziel avoidable for fantasy football.

There was a simulated pass rush with defenders not going at full speed, so Hoyer could at least get a sense for the pocket collapsing, while also keeping guys away from this knee. "We wanted him to get the feel of being in the huddle, making the call, going 11-against-11, reading the full defense," head coach Mike Pettine said.

Fantasy Tip: As of now, Hoyer should be considered the starter. However, the Browns remain heavily in the mix to select a QB with the fourth overall selection in the draft, which could push Hoyer to backup duties. If Hoyer does start the year as the No. 1 QB, he's a midrange fantasy QB2 at best.

Fantasy Tip: Weeden gets a break and gets another shot to prove to the team brass that he belongs as the starting QB. If they aren't sold yet, do they go after Josh Freeman? We shall see. Josh Gordon remains the Browns' best aerial weapon. Davone Bess probably loses some fantasy luster as a result, though.

Updating previous reports, Cleveland Browns QB Brian Hoyer (knee) has a partial tear of the anterior cruciate ligament in his knee. He'll seek a second opinion before likely facing season-ending surgery.

Fantasy Tip: It's a little uncommon to have reconstructive surgery for a partially torn ACL. We'd wait to see the prognosis after the second opinion before writing him off. However, it looks like Brandon Weeden is back in the fold for the short term.
