Johnson, McLeod Bethel-Thompson and Kory Faulkner will compete for the No. 2 quarterback job, but Gabbert likely has an edge since his 2014 salary is fully guaranteed.

The 49ers may also make a play for QB Josh X. Johnson (Browns) and may opt to use one of their 15 NFL Draft choices on a backup quarterback.

"It's Josh's football team right now," Morris said. "We'll see Josh Johnson. QB Josh Freeman's got to take advantage of any opportunity when or if the opportunity comes." Johnson went 26-of-50 for 240 yards with two touchdowns and three interceptions in Week 5 against the Philadelphia Eagles. He also rushed five times for 40 yards.

Johnson threw for 106 yards, completing 13-of-22 passes with one touchdown and one interception in Week 4. Johnson, however, appeared to be hesitant to throw the ball downfield. "We called more shots in the second half trying to be aggressive and trying to get the ball to Antonio (Bryant)," Morris said. "We have to develop our confidence at the quarterback-receiver relationship to take those shots."
