Toronto Blue Jays RPs Casey Janssen, Sergio Santos, Darren Oliver and Steve Delabar are all locks for the bullpen, and RP Esmil Rogers, who is out of options, is likely to have the fifth spot locked up. RPs Jeremy Jeffress, Brett Cecil, Aaron Loup and J.A. Happ will battle for the final two spots.

Updating a previous report, the Colorado Rockies have officially signed free-agent SP Jeff Francis (Reds). Terms of the contract were not disclosed. In a corresponding move, the team designated RP Esmil Rogers for assignment.

At least two American League teams are eyeing a trade for Colorado Rockies P Esmil Rogers. The Pittsburgh Pirates had mild interest in him last winter. Teams aren't willing to offer much for Rogers, though.
