Head coach Doug Marrone and general manager Doug Whaley are looking to shift the team's "this-is-the-way-we've-always-done-it culture" and want more say in personnel decisions, but are facing pushback from execs like CFO Jeffrey C. Littmann, senior VP of football administration Jim Overdorf, and senior VP of communications Scott Berchtold.

"As we move forward our passing game was not where we wanted it to be, but as we get going and we continue with the running game, and build our passing game with the play action we would like to be able to take more shots, throw it more on first down and become more productive from the standpoint of scoring," Marrone said. "Make no mistake you have to have a better ratio than what we had."

Buffalo Bills QB EJ Manuel (knee) did not progress enough to play in the team's Week 17 game, according to head coach Doug Marrone. "The decision with EJ is very simple; he did not progress in the way that I wanted it to," Marrone said. "I give him credit, he's disappointed. He did everything he could when he was out there. At the end of the day, the decision process was injury related and he was not able to do the things at 100 percent that in my opinion we need to do to win this game."

In an effort to bolster the offensive line a notch, Buffalo Bills coach Doug Marrone will continue to provide playing opportunities to G Joe Unga. The rookie guard, who was signed a little more than two weeks ago, saw just seven plays of action Sunday at the Tampa Bay Buccaneers, but it was enough to convince Marrone to give him more time on the field this coming week at Jacksonville. "I thought he did very well and I think we're going to increase his playing time," said Marrone.

Updating a previous item, Buffalo Bills coach Doug Marrone said QB Thaddeus Lewis' (ribs) chances of returning to practice this week are 50-50, which would seem to indicate his chances of playing are in serious jeopardy. Marrone said that right now, if Lewis can't play, QB Jeff Tuel would probably be the starter, but only because he's been here longer than QB Matt Flynn. Flynn, however, does have NFL experience, so Marrone could also opt to go that way and disregard Tuel's advantage in regards to knowing the offense.

Fantasy Tip: This QB situation is a mess. If you have backups, it is best to avoid the Bills altogether against Kansas City. If you are counting on Buffalo to help, be advised this decision could go down to the wire.

Coach Doug Marrone provided few details regarding the nature of the injury and would not say which foot Williams had hurt or how and when it happened. "Mario reported to our athletic training staff that he had a sore foot," Marrone said. "So what we wanted to do was hold him out of practice and let our medical staff evaluate him."

Fantasy Tip: Neither is a viable fantasy backup quite yet, but Manuel has more upside if he can catch on quickly and take over. This offense could hide QB deficiencies, but the receiving game will boast a lot of inconsistent performances, even sometimes from steady WR3 Stevie Johnson.

Buffalo Bills head coach Doug Marrone scolded WR Da'Rick Rogers in practice Friday, June 31, after the rookie wideout taunted CB Ron Brooks after beating him on a 15-yard reception. Rogers stood above Brooks for a moment after the defender had fallen to the ground.

"The thing that concerned me - and I addressed it with him right after he made a very good catch, then he kind of stood there over a player, and that's a 15-yard penalty - that's not what being a pro is, and that's not playing like a Buffalo Bill," Marrone said.

"I told him, 'Is this going to be something we're going to have to be concerned about with handling any type of success from you?' That's what I told him. I looked at him in his eye, and he understood that. And it's good to end on a good note cuz now you're excited to see what he can do when we come back to the mandatory minicamps."

Fantasy Tip: Rogers already was on a short leash. He has a tremendous amount of talent and could earn a meaningful role in the offense, should he keep his head on straight.

Buffalo Bills head coach Doug Marrone said the team can play up-tempo offense or slow the offense down depending on the situation. "The thing I want to make sure everyone understands is we do have the ability to huddle and the ability to slow the game down if we wanted to. If we're ahead on the scoreboard and we're in a four-minute situation and you want to slow the game down, we have the ability to do that. We practice both right now and that will continue in terms of tempo. I like playing fast. I think you have a great advantage with that," Marrone said. Marrone said the up-tempo style will allow the team to earn more possessions during games.

"I think that when the position comes whatever is best for our team to get better I think we will go ahead and choose that player whoever it may be. I think that rather than trying to, and I do not want to speak for Buddy (Nix) or anyone else in the organization, rather than trying to reach or go somewhere that you do not want to go you bring the best players you can bring in and you make those guys compete.
