Cleveland Browns QB Brian Hoyer has been named the starting quarterback over QB Johnny Manziel. Head coach Mike Pettine wrote the announcement in an e-mail and said Manziel made great strides, but Hoyer had a decided edge.

FANTASY TIP: Hoyer is a mid-to-low QB2 in fantasy leagues. Manziel should only be drafted in dynasty leagues. If you're in a deeper single-year league, target him as a low QB2. In most mixed leagues, you can probably score him on waivers during the season if you choose to do so.

Updating a previous item, expansion of NFL practice squads from eight to 10 players is expected to be for 2014 and 2015 only. Player agent Mike McCartney clarified that six games now constitute one "year" spent on a practice squad instead of three. The league also clarified that teams may sign two practice squad players who have up to two accrued NFL seasons. Previously, players with at least one accrued season were not eligible for practice squads.
