NFL | Lawyer makes recommendations to fix disability system

David Haugh, of the Chicago Tribune, reports Cy Smith, the lawyer for former NFL C Mike Webster, made three recommendations to the House Judiciary subcommittee on how to fix the NFL's disability plan. Smith said there should be a review limit of 45 days for disability applications. Another change he suggested is that an independent arbitrator should decide on whether a former player is eligible for disability. Smith also believes the NFL Players Association needs new leadership.
