Raiders | Shell irritated by penalties

Josh Dubow, of the Associated Press, reports Oakland Raiders head coach Art Shell is annoyed by the amount of penalties the team has committed in the preseason. In their last preseason game, there were nine penalties in all and included two delay of games, two false starts and three offsides penalties. Shell said, "It's a concern that we'll continue to address. It's a point of emphasis for us. The players understand that. We'll make sure they understand how much it hurts the team when those things happen. They don't want to do it and I know that. They're just trying to make plays and get off the ball quickly."
