Raiders | R. Smart signed

ESPN.com's Len Pasquarelli reports the Oakland Raiders have signed free agent RB Rod Smart (Panthers) to an undisclosed contract. Smart has 78 kickoff returns for an average of 22.2 yards and a touchdown, but his bigger contributions have come on coverage units, where he has 53 career tackles.
