Pros: Garrard made his mark on this offense in recent years by protecting the football and not being named Byron Leftwich. In his latest year with the Jags, he'll probably have more room to test opposing defenses with tailback Maurice Jones-Drew becoming the true focal point of the offense. The Jags bought low on ripened receiver Torry Holt to give Garrard a true No. 1 wideout presence. The big man can scramble if needed and has passed for double-digit scores in each of the last three years. His healthy offensive line will be coming camp with talented rookies Eugene Monroe and Eben Britton.

Cons: After spiking his fantasy value with a three-interception season in '07, Garrard yielded 13 turnovers through the air and was sacked 42 times in '08. Will the Jags ever create a consistent downfield passing scheme? The run-first squad hasn't surrounded Garrard with much in the receiving game, and Jones-Drew's spotlight will make Garrard's cannon secondary in the game plan. Thinking Holt is too old to carry the load is the logical way to approach Jacksonville's targets. Matt Jones, last year's breakthrough performer, isn't here to complement the vet, either.

Fantasy tip: Though the projected leap didn't come last year, Garrard remains a comfortable No. 2 signal caller. Look for Garrard to focuses on regaining his ball security this year. The possession-happy Holt should help.
