The Buffalo Bills selected Florida State quarterback EJ Manuel with the 16th overall pick in the 2013 NFL Draft.

EJ Manuel, QB, Buffalo Bills

Fantasy analysis: Buffalo was rumored to be interested in Manuel in the past few weeks, and after trading down to No. 16 they were in better position to take the gamble. The Florida State product has a strong arm and great intangibles, including a bright mind. He brings a little athleticism to the position that Ryan Fitzpatrick didn't, and Manuel has enough spin on the ball to cut the late-season Buffalo win.

The Bills still need to add weapons around him, assuming Manuel beats out Tarvaris Jackson and Kevin Kolb, which doesn't figure to be a tall task. Their new offense should be similar to Sean Payton's New Orleans Saints system but with more shotgun formations.

Manuel has a strong running game to rely on in 2012 breakout C.J. Spiller and veteran Fred Jackson. Adding someone opposite wide receiver Stevie Johnson is a must. The Bills have to improve the interior of their offensive line, too. Manuel is nothing more than a long-term keeper league option until Buffalo dramatically upgrades their arsenal in the passing game. He should be treated as a weak No. 2 or upside QB3 for single-year 2013 setup.
