David White, of the San Francisco Chronicle, reports the Oakland Raiders intend to assign a second-round tender to impending free-agent QB Bruce Gradkowski. Once the move happens, the Raiders have the right to match any contract offer tendered by another team or accept a second-round draft pick in return for losing Gradkowski. Should he sign the tender, Gradkowski would receive $1.759 million for one year.

"I doubt if it happens, seriously, because of the year that WR Miles (Austin) had, and they were expecting him to be able to have that year. That's why they let T.O. go. The Bears would receive a third-round pick if he left even though they selected him the second round. The collective bargaining agreement states teams need to upgrade the round offered, which would mean the Bears would have to give Manning a first-round tender offer.
